It is the property owner’s responsibility to take care of stormwater management on the plot and to connect to the municipality’s stormwater system when the system is available in the area. This ensures that rainwater and meltwater are directed in a controlled manner and prevents harm to the property and the environment.
The stormwater system consists of structures and solutions used to manage stormwater in the built environment. The system includes, for example, sewers, open ditches and detention and infiltration structures. The aim is to prevent flooding, reduce load on waterbodies and ensure a pleasant and functional urban environment.
How to connect to the city’s stormwater system:

Request connection information
Order the free connection information from Vaasa Water.
The connection information includes:
- the connection point
- the location of the stormwater network
- possible special conditions
The connection point is usually located at the plot boundary and serves as the dividing line of responsibility between the city’s and the property’s systems.

Prepare a plan
Have a stormwater plan prepared by a qualified designer. The plan must include:
- on-site stormwater management
- the connection point to the city’s system
- connection level and detention level
- solutions required by the zoning plan and building regulations (e.g. detention).

Submit the plan via the ePermit service
Proceed in ePermit as follows:
- Select “Building Control”
- Log in to the service (online banking credentials or mobile certificate)
- Select “Create new”
- Select “Vaasa Water”.
- Fill in the required information and attach the plans in PDF/A format.
- Send the materials from “Queries and messages”.
- Any requests for additional information will be sent via ePermit.

Carry out work on the plot
Once the plan has been approved, you may construct the plot’s stormwater system according to the plan. If the plot work is completed before the city’s connection works:
- mark the end of the primary drain’s outlet pipe clearly, for example with a board

Order the connection work
The connection to the city’s stormwater network is carried out by Public Utility Services.

The costs of the connection work are included in the stormwater fee. No separate connection fee is charged. Connection works are scheduled primarily outside the frost season. Winter connections are carried out only for compelling reasons.
Multiple stormwater connections
The city provides one connection free of charge.
If the property needs a second connection:
- the implementation is the responsibility of a contractor chosen by the property owner
- the owner is responsible for all costs
- the work requires a excavation permit
- the work must meet the city’s technical requirements
