
If, based on the vehicle’s value, condition and other externally observable factors, it is apparent that a vehicle other than an end-of-life vehicle has been abandoned, the municipality is obliged to carry out an impound transfer in its area.
For an abandoned vehicle on a private road or private property, the municipality will carry out an impound transfer at the justified request of the private road owner or the holder of the private property.
The municipality is obliged to arrange the removal of an end-of-life vehicle in its area if the holder of the end-of-life vehicle neglects their duty under the Waste Act to deliver the vehicle to an appropriate reception facility. However, the municipality will remove an end-of-life vehicle from a private yard, storage area or other special area intended for private use only at the justified request of the holder of the private area.

End-of-life vehicle recycling and certificate of destruction
The last owner of a passenger car or van has the right to deliver their end-of-life vehicle free of charge to a collector or pre-processor approved for a producer responsibility scheme and to have it subsequently scrapped.
A certificate of destruction is issued to the owner for a vehicle delivered to an approved collector or pre-processor; this certificate is a prerequisite for removing the vehicle from the vehicle register maintained by the Finnish Vehicle Administration.
