The City of Vaasa is a contracting authority under the Procurement Act. This means that the city must comply with the Act on Public Procurement and Concession Contracts (1397/2016) when carrying out procurements. The Ownership Steering service area under Central Administration is responsible for the guidance and coordination of the city’s procurement activities.
What does procurement mean?
Procurement means:
- purchasing goods and services
- renting goods and services
- having works carried out
For procurements below the threshold values, the City of Vaasa’s internal procurement guidelines are followed. These small procurements are generally handled by the city’s various units themselves, and procurement decisions are made by an officeholder.
Tendering of procurements
The Procurement Services unit, previously operating under Group Services, became part of the joint procurement unit TeeSe Botnia Oy Ab on 1 May 2018.
TeeSe Botnia’s Procurement Services offers expert and tendering services related to public procurements to the City of Vaasa, the City Group and to its other owners and shareholders.
For the City of Vaasa, procurements that exceed the threshold values are mainly tendered by TeeSe Botnia.
Regional procurement network
The operation of the regional procurement network continues unchanged for joint procurement agreements concluded prior to the incorporation.
The procurement network includes:
- Mustasaari
- Laihia
- Vöyri
- Maalahti
- Korsnäs
- Kristiinankaupunki
- Isokyrö
