What’s new planned for Vaasa? Check out the 2026 planning review!

Vaasa city’s planning review presents the land-use planning targets for the current year. This year’s publication discusses, among other things, changes to the Yle plot and the Tammikaivo area, as well as the importance of green areas and nature in the city.

Planning process steps

1

Initiation

The initiative to prepare a plan can be made by a landowner or various city actors. A plan amendment is initiated if the city considers it appropriate.

In the early stage of a planning project, a plan of action is made, called the participation and assessment plan (OAS). It explains the objectives and basis of the planning work, how preparation and decision-making will proceed, how the public can participate in the preparation and how the plan’s impacts will be assessed. The participation and assessment plan also describes how progress in the planning work will be communicated.

How to participate?

Participate by submitting an opinion or statement during the OAS display period. Stakeholders are heard regarding the starting points and studies, the project schedule, preliminary objectives, the definition of stakeholders and how interaction will be arranged.

2

Draft phase

After the participation and assessment plan, the preparation phase begins. During the preparation phase, draft plans are prepared in cooperation with experts from different fields. These may include, for example, traffic planners or building designers. One or more draft plans are put on display. Other material, such as studies or visualizations, may also be displayed.

3

Approval

The planner prepares responses to received statements and objections and amends the proposal as needed. The city’s justified position is posted to those who submitted objections and provided their address. If the changes made are significant, the proposal is placed on public display again.

A change to a detailed plan that is not significant in terms of impact is approved by the city environment committee. If the plan has significant impacts, the proposal proceeds through the city council to the city council for approval.
