Ethical reporting channel

Report a suspicion of malpractice concerning the activities of the City of Vaasa. Your report gives us the opportunity to address shortcomings and improve our operations. The identity of the person submitting the report will be protected in accordance with the EU Directive on the protection of persons who report breaches of Union and national law and with national legislation. Reports are recommended to be submitted with a name, but may also be submitted anonymously.

City services are primarily funded by taxes. The City of Vaasa takes allegations of malpractice seriously. A report may concern, among other things, the following:

  • Suspicions of criminal activity and misconduct as well as suspected misuse of assets
  • Suspicions of bribery and corruption
  • Competition law issues
  • Environmental protection
  • Traffic safety
  • Privacy and the protection of personal data, as well as the security of networks and information systems

The reporting channel must not be used for improper purposes. The person submitting a false report may be held criminally liable. The working group processing reports may dismiss a report if it is obvious that:

  1. the deviation does not fall within the matters that should be reported under these guidelines
  2. the report was not made in good faith or was made solely for the purpose of causing harm
  3. there is not enough information available to allow further investigation
  4. the matter stated in the report has already been resolved
  5. the report contains personal data relating to, for example, health or political, sexual or religious beliefs
  6. the report may be suspected to be a phishing attempt or a fraudulent message
  7. the report concerns the reporter in their own matter, in which case the primary procedure is the normal request for an administrative review

Reports are processed by a working group that includes the city’s lawyer, the internal auditor and the workplace wellbeing manager. If necessary, the working group uses experts. Feedback on any measures taken will be given to the reporter. Feedback is provided within three months of the notice of receipt of the report.
