Private road subsidy

A private road is a road whose maintenance is the responsibility of the owners of the properties that need the road. Private roads are regulated by law. The City of Vaasa grants annual maintenance subsidies to organized road associations in accordance with the decision of the Traffic Management Officer.

Road associations can apply for private road subsidies from 1 January 2025 for the next three-year period 2025–2027.

You can apply to the municipality for a grant for the construction, repair and maintenance of a private road. The municipality may decide to take the maintenance of a private road wholly or partly under its responsibility. Grants may also be obtained from state funds. If the state or the municipality subsidises a road association or road shareholders jointly for road maintenance, the road must be available for use by everyone.

A notice of the application period for private road subsidies will be published in local newspapers and on our website. In addition, the contact details of road associations must be up to date in the National Land Survey’s private road register and in the national road and street network information system Digiroad. New Private Roads Act 1 January 2019 (sections 50 and 84).

  • A road association must have been established for the private road either in the National Land Survey’s conveyancing procedure or, from 1 January 2019, at the road association’s own founding meeting

  • The contact details of road associations must be up to date in the National Land Survey’s private road register and in the national road and street network information system Digiroad
  • The subsidy is applied for every 3 years
  • The road must be in a trafficable condition
  • Financial assistance primarily for maintenance; the road association decides on the practical measures
  • As a rule, the subsidy covers roads with 3 permanent households per road (not per road association)
  • The subsidy amount is allocated to roads in proportion to road length (€/km), subject to discretion
  • If the condition of the road is poor, the subsidy may, at the municipality’s discretion, be revoked
  • A road association that has received the municipality’s private road subsidy may not prohibit the use of the road by persons who are not members of the association

The road association must collect unit fees from the road shareholders.

By 31 March, the founding meetings of new road associations must have been held

  • By 12 April, the information of all road associations must have been updated in the above-mentioned registers
  • Subsidies are paid by 31 August
